There's two buttons on the camera, the top one is the shutter button. If you press it the camera will power on and start recording video and will not allow you to select any menu's or change settings while it's recording. This is basically a "quick capture" feature. Pressing the shutter button again will stop recording and power off your camera.
There is a second button on the side of the camera (For a GoPro Hero 5 Black) or on the bottom rear of the camera (GoPro Hero 5 session), this is actually the "power on" and "menu select" button. You need to press this button in order to power on your camera without it recording video straight away. Once you do this, you should be able to select the other shooting modes (photo etc).
