Press and hold the side mode button for about 8-10 seconds and then release. Don't press any buttons for around 5-10 seconds.
Press the Mode button a second time for 1-2 seconds ad release.
Connect to a 5V 2A wall charger (5V 1A minimum) using the GoPro USB Type-C cable
Leave the camera on the charger for at least 15 minutes.
Remove the camera from the charger and attempt to power on.
NOTE: The SD card must be removed during the above process
If the camera does power on, factory reset using the preferences menu in the camera. Power off the camera when done.
Use a different SD card from this list if possible https://gopro.com/help/articles/block/microSD-Card-Considerations#list2
Download the manual update
Extract the UPDATE folder to your computer
Insert the SD card into your computer and then format it
Copy over the UPDATE folder (not UPDATE.zip) and then eject the card
Insert the card into the camera and then power on using the side MODE button.
If the above doesn't work, contact the GoPro Support Team https://gopro.com/help/ContactUs

@grandmesa84260, in addition to what has been suggested, try to remove the battery and SD card, then connect the camera directly to a 5V 2A power source (using the GoPro USB-C charging cable). Let it sit for 5 seconds and try to turn the camera on.
In a pinch, you can use a computer USB port, but we do not recommend using a multi-port USB hub when trying to charge the camera. If the camera does not turn on, try using a secondary USB Type-C cable.
If the issue persists, please contact our Support Team by phone or live chat. When you do, provide them the steps already taken for any information that they may need.
