Here someone has solved the problem. It helped me and I have the GoPro VR plugins available again in the CC 2018.
"I have the same problem under Windows 10. The temporary workaround was to reinstall PP CC 20108 via the Creative Cloud app. Under the installed apps, click the drop-down arrow next to the Open button, select Manage and Other Versions, and install PP CC 2018. You can easily install both versions on your computer. Use version 2018 for VR projects until error 2019 is fixed."

Have you been in touch with Support? It would be best to get in touch with Support to get the workaround as mentioned in previous comments. You may reach the Support team through phone or chat here https://gopro.com/help/ContactUs . They will need information on OS that your computer is running on, and if you have Premiere Pro 2018 plugins in the past. Once all the details are gathered, a case will be created and submitted to our Fusion team which will then provide the workaround.
