as Fish said, not available anymore.
I think since H6....H5 was the last that had the dual video/photo mode.
trust me, you do not need this feature.
if you film at 4K or 2.7K you will have nice frames, that can be saved as pictures.
you can make using Gopro app on mobile directly snap shoots (save frame), without downloading the entire video.
or in any postprocessing software.
