Compression artifacts in time lapse video

I've made a couple time lapse videos using my Gopro Hero 7 Black and there is this terrible noise or compression artifacts or something in them. It may be something to do with "low light" as one was inside and one was at sunrise, but it's still pretty excessive and it doesn't seem like ISO noise as it moves. It seems like a software thing, but I've had it happen in the last firmware and after I updated to the new 1.61. Is any one else having this problem? does it have to do with the HEVC codec and can I change that for the time lapse video?

For comparison, here is a timelaspe video I took at the same time using my my gopro hero5 Session. They are both set to 1080, although this one is linear as for some reason the hero 7 can only do wide. I can see a little of the same thing happening in this one in the brick work and stuff, but it is 100x better than my hero7

Hi, so I am complaining about 1080p quality since the beggining. It's just how the 7 is and don't think it's going to be better. I have raised this problem numerous times, gave official feedback and talked to some representatives but it seems to have no effect. This firmware didn't fix this. My guess that not many people use 1080p anymore or don't care that much about HD quality so it's not high in their priority list. To me it's important and can't seem to understand how a newer camera can have worse quality that the last version. To be honest I am starting to regret sending back my hero 6, with all it's faults 1080p quality was impressive. Altough it's a long shot, make sure hypersmooth is off when making a timelapse, altough it shouldn't be on, and make sure it's not set to timewarp by mistake. If not, try 4k timelapse as the higher bitrate and resolution will hide the compression.
