mystery solved with the charging!
if I use an USB-C to USB-C cable and a 3A capable power source (Anker Powerbank), the batteries charge both in the camera in dual-charger at 100%

here is almost the same.
battery fresh charged in dual charger put in camera shows 95%.
still I saw 100% sometimes.
is strange.
I would give the battery the chance to charge / recharge couple of times
I use a 2A wall charger but as well I used GoPro 3A charger and USB-C power bank so maybe counts.

[ New ]as I said, I saw 100% as well....
a 3A over 2A chargers only reduces the charging time.
a quality cable could make a difference not to lose voltage on it and the battery not be at max.
with wall charger 2A in the dual charger
- the one in the camera - fresh charged with shows 100%
- the one in the charger with green LED - put in the camera shows 99%
- the one that now is orange LED showed 95% - but after fully charged, stayed one night in the unplugged dual charger.
I'm sorry I did not mark the battery to know which came with the camera, with the dual charger, and the spare one...
a little too much to test, I might think of a discharge current when left in the unplugged dual charger
but as long as are close to 100%, with quite new batteries, I'm good.
if in time will not gain all 100%, I would make some tests.

[ New ]I think you will find that most battery chrgers will charge to max and then stop charging as a measure top reduce damage to batteries. this cycles for the period you leave it conected, the actual chare % will be within the top 5% of charge. Hence on the charger it shows 100%, but shows 95+% on the camera

Also found this post in the battery forum:
still...
I charge two batteries in the dual charger.
green LED's.
put in the camera shows 97% respectively 98%
if now I charge in the camera the LED is red, meaning charging.
when red LED is off, the battery is 99%
so it is more like a hit and miss.
as
- I do not feel the camera becoming hot when charging
- on the dual charger just a slight increase in temperature
- and the new design with the battery half free
I just hope is a normal controlled process designed to prolong the battery life.
