Brand new GoPro won’t connect to phone or iPad

Brand new GoPro won’t connect to phone or iPad

 

The WiFi and Bluetooth are both enabled and I have followed all the instructions exactly, and at the end it says error every time. Can a GoPro team member please offer support?
