Do not get too excited to return your failed GoPro.
I've already experienced on this case, i have this issue on my GoPro 8 and I send it back immediately. Here is what happen:
01. The first camera replacement has the same issue, so i send it back again,
02. The second replacement still has the same issue, and I gave up to return it, since it took so much time, money and effort to send it back again.

I've planned to upgrade to 9, but looks like the 9 has the same problem too lol.
This is major issue, but yet we've seen no action from GoPro team, 😂

GoPro is  the least interested in this: they released the Hero 9. so Bye Bye Hero 8.   Hello Hero 9 WAIT the unresponsive screen.  they can not even say we'refixing that as we speak LOL.

Yes, low light, iso at 200/400 and blue/red dots in the gopro 9 video. I have to say that this is not happening above 400 iso or if the light is good for shooting. Can someone confirm this with another hero 9? Just to know before asking to the gopro team. Honestly, I would rather keep my camera if this happens to all the units.

See the problem is I wouldn't mind it if they had said that this is just for action shooting. But they specifically advertise the night lapse and the night photos and all of that in order to sell more units which is wrong because if you advertise that then you should back it up as well. And the solution is not even that hard to fix it's just a few dozen of pixels that always stay in the same spot so they are easy to remove using software. I am a visual effects artist and I already managed to clean them using an algorithm but the issue is that I have to do it in a custom software that most of you won't want to download and install just to fix this problem. so if I could fix it in one afternoon using a visual effects software, I'm sure the GoPro team could have an inbuilt firmware that fixes that after the photo was taken by taking the values of the nearby pixels and adding them to the dead pixels.

So here an update with the gopro hero 9. It seems like the dots only appear while shooting video with the stabilization mode in high or boost (remember, low light conditions/indoor and ISO 100-200-400). With stabilization "off" or in the "lowest" level I did not see the problem anymore. These are good news for me because I do not need high stabilization levels indoor. I am still testing other configurations and will let you know more precisely. Regarding long exposition photos, I did not try so no idea if it works well or not, may be you can let me know your configuration and I will test this as well. More than the blue/red dots, I have to admit that I have no more complaints about the camera. Let's see...

The main thing I noticed was the dots when shooting Nightlapse. The camera is worthless for Nightlapse mode which is a real shame as it was a feature I wanted to make use of. I would advise people not to bother returning the camera as it is clear this affects all Hero 8s and probably the 9s now too. The camera's sensor clearly cannot handle low light or long exposures well without errors.

 

This whole incident has taught me to think twice about going with GoPro again. Their support don't care, their customer service is clearly lacking and they haven't even fixed the issue on the 9 either.

Don't advertise a feature that doesn't even work. Beyond that there's other problems with unresponsive screens too which is something I have experienced as well. As an action camera they work well but stop bundling in features that just don't work!

Still I feel I am somewhat wasting my breath (or more acurrately, keyboard strokes) complaining as GoPro clearly don't give a --bleep-- about their customers. Thing is though GoPro, the next time I want another camera like this I will look at your competitor instead.

Hero9 here. Seeing this at ISO 100/200/400.

800/1600/3200 is fine. ISO 100 is not as prominently noticeable.

Hypersmooth/Boost or lens width has no effect, I'm still seeing the dots in 400 ISO even with stabilization completely off on all lens options.

This also only seems to happen in video and all timelapse modes, but not in photo. Both JPEG and RAW photos are unaffected
