It depends on lighting and if you will be doing any editing. If you are going to edit your photos, choose Protune, wb native, color flat, iso min/max at 100, RAW if you have Adobe lightroom (needed to edit RAW photos) or WDR if you don't. There is a dng converter provided by Adobe if you have another editor that will process RAW photos https://gopro.com/help/PKBContactus. I haven't tried it, but theoretically you should be able to convert the photo files and use a program like the mobile app Snapseed to edit it.
Other than the above, GoPro cameras actually do a pretty good job with the default settings. Since you have a filter, you should be getting the right wb color as long as the water depth/color are correct for it.
A couple things to note: While the camera is waterproof, the buttons will become unusable at lower depths unless the camera is in a case. Also, the touch LCD will not work when wet so you will need to use the front LCD window in these instances. To access the settings, press both the side MODE button and the top shutter button simultaneously. This will allow you to change settings as needed. If you get in the water and the image doesn't look right, you can correct it this way.

Ooops, just re-read and you have a Hero4 Black. I mistakenly was thinking Hero5 Black. Well, ISO 100 will look best and wb native and color flat for editing or just using the factory settings is still true. Otherwise, nothing else I said really pertains to your camera. Sorry
