Auto upload and manual upload to cloud do not work

I've installed GoPro app and set auto upload, connected to WiFi. Camera is connected to power and 100% charged, placed close to WiFi router. No upload working included "Manual upload". When "Manual upload" is chosen camera writes "Start upload Checking for new media..." and that's all. Tried it multiple times during last three weeks. Factory reset does not help.

Try to reset the camera to its factory settings.

One done set auto upload again.

Same problem. Auto upload doesn't work and with 100% battery and charging, when I select manual upload it says that I should connect the camera to an outlet and try again.
